Use of this action: two modes
Mode 1: Pass through one or more activiites with their corresponding resource nums and resource sdis
The action works in full PropsMatch mode - but will handle single values gracefully. (e.g. single activityid & multiple nums, or multiple activity/num & single resoucekeyid1)
The action will group rows by activityid. for each one it will update the resouce with a resourcesdi based on resourcenum(s).
By default the aciton assumes a resourcesdi is either an analyst or instrument.
If the resourcesdi is a workarea, then a list of "resourcesdcs" must be supplied (one per resourcesdi) with "Department" as the SDC as the value in the appropraite place.
Mode 2: Pass through one or more activities and either analystid or instrumentid or analystworkareaid or instrumentworkareaid
The action will attempt to match the supplied resource sdi to the requiremnets on the supplied activities
Note that if an activity has mulitple instruments, the the action will attempt to find hte resource of the appropariate model/type
Mode 3: Pass through "reset=Y" property. That will flush all assigned resources
